chore: add empty `secret` table fixtures - The secrets table were added in 659055138b6d32492b20c9f4d1d5a3cdaa47188d, but no empty fixture was added. - This caused the `TestAPIUserSecrets` (added in 9106514e516f1e75ae539f3cd2f3a794c7d2c50a) to not pass on a second test run, because the `secret` table contained the previous entries. - Reported-by: famfo
